《指引》对学校食品采购、验收、加工、储存、配送等关键环节管理进行规定，明确要求严把食材供货关，严格规范大宗食材进货查验，建立“双人或多人联检”查验制度，强化食材进校园管理。要求推进中小学自营食堂建设，强化食堂承包(委托)经营及校外供餐管理，应通过公开招标等公开竞争方式确定，严格落实准入、考核评价和退出机制。
