该中心将以中国职业分类和职业标准为基础，职业技能等级认定制度为基本框架，充分开展与共建“一带一路”国家技能证书机构的合作。对内，为中国出海企业技能劳动者颁发职业技能等级证书，并纳入中国证书查询系统；对外，探索与所在国技能证书结合，通过建立双方或多方共同认可的职业技能标准，达成双方或多方互认协议等方式，实行“一试双证”“一试多证”，推动职业技能等级证书国际互认。
