会议强调，要坚持宽严相济刑事政策，坚持惩防并举、标本兼治，对于重大恶性犯罪，必须依法从严从重惩处，及时审理宣判，让人民群众切实感受到公平正义；对于民间矛盾激化引发的犯罪以及社会生活、生产经营中发生的轻微犯罪，被告人认罪认罚、得到被害人谅解的，可以依法从轻处罚，以最大限度分化、瓦解犯罪，促进改造罪犯。
